Kroville
When the Unbirthing occurred, a few lucky people were able to evacuate to Talczelava's outskirts. With the remaining members of the city guard, they established a small encampment to rally survivors. While they had the opportunity to fully leave the city before the Bureau of Classified Arcana cracked down, they ended up staying behind in the hopes that they would find the missing loved ones, friends, or members of the nobility they longed for.
Kroville grew to become a small village, with inhabitants forbidden from leaving the confines of Solren's Wall, but supported by the BCA.

The Bureau of Classified Arcana sent Kroville food and other supplies once every year, and even helped send them a few workers to help them build a small defensive wall around the encampment. This allowed them to live in safety from the influence of the Priests of the Shifting Flesh and The Gardeners of Paradise who weren't willing to attempt a raid of a village backed by a power like the Bureau.
The BCA tried its best to protect the people of Kroville, since the Bureau saw it as a duty to try and help the innocent people trapped in this harsh scenario as best they can. However, the BCA strived to keep itself free from the complex, anarchistic politics of the Forsaken City.
